Re.:     Update on World Campus Planning for the College

In my October 1, 2012 World Campus memorandum I provide an inventory of graduate programs being developed by members of our faculty to deliver through the World Campus. These are either new programs or revisions of existing programs. The planning process involves working closely with our colleagues in the World Campus.

I am pleased to report that we are making very good progress toward turning these plans into reality. Robust conversations have been taking place that involve program faculty members, the dean’s office, colleagues from the World Campus, and colleagues from the Graduate School. We have been reminded, properly so, by the World Campus that market viability questions need to be addressed and resolved with all World Campus offerings. It is not sufficient to have a good idea for a program if a viable market cannot be identified. We have also reminded the World Campus that market viability alone is not sufficient if the program being considered does not fit well with the intellectual mission of the academic unit. These conversations are continuing, and we are all becoming better informed about how best to move forward.

It is important for this planning process to be as open and fluid as possible. Programs and ideas for programs will be added and subtracted from the inventory as time passes and as ideas surface. In the short time that has passed since the initial inventory was shared in the October 1st memo, some new thinking has developed around possible offerings in second language acquisition and the use of distance technology to reach new learners wishing to develop language skills. Our new partnership with National Taiwan Normal University is prompting some further discussion about online offerings in this area and there may be a good World Campus opportunity to explore further. No decisions have been made, but there appears to be interest in exploring these ideas further.

It is also important to coordinate the planning process so that the left hand is well informed about the right hand, and vice versa. Toward that end, we are building planning capacity at the individual graduate program level with the idea that these individuals will work closely with the Directors of Graduate Studies in the respective departments and with the two Associate Deans in the College. As you know, Greg Kelly’s portfolio includes Outreach and Technology (in addition to Research); he is the main point of contact between the College of Education and Outreach and the World Campus.

It is timely to provide an update on where things stand with each of the programs in the inventory, and I use the balance of this memorandum to provide this accounting. The programs where the most active efforts are being made are at the top of the list. These updates are followed by a list of the programs where the planning to date has been less active. And finally, there is the beginning of a list of emerging ideas for the future and some closing thoughts. I. Programs with the Most Active Planning Efforts

EPS: Higher Education. This M.Ed. in Higher Education has been approved by the Higher Education program faculty and has been favorably reviewed by the World Campus with respect to market viability and related matters. The next step in the process is the submission of a formal proposal to the Graduate School and this should occur by mid-March 2013 at the latest. The degree will be organized around several emphasis areas, including Student Engagement, Administration, and Institutional Research. We hope to launch this program in the fall of 2014.

EPCSE: Special Education. The Special Education program faculty members, in consultation with the World Campus, are designing a new online master’s degree in special education. The degree will feature Applied Behavior Analysis (ABA) and Autism emphasis areas along with a more general emphasis. Once the design has been approved by the program faculty, the World Campus will assess the viability of the market. Assuming the results of the market analysis are favorable, a proposal will be submitted to the Graduate School. We expect to submit the proposal to the Graduate School before the end of the spring 2013 semester. The anticipated launch date is fall 2014.

EPS: Educational Leadership-iPrin. This M.Ed. in Educational Leadership with Principal Certification (including a general emphasis area in educational leadership) has been approved by the Educational Leadership faculty. It has also been favorably reviewed by the World Campus in terms of market viability and related matters. An interesting feature of this program involves a collaboration with faculty members at Penn State Harrisburg and Penn State Great Valley. We are hoping for a fall 2013 launch date.

LPS: Organization Development and Change. This M.P.S. program in Workforce Education and Development has been approved by the Workforce Education and Development faculty and has received a favorable market viability assessment from the World Campus. A proposal for the Graduate School, following a review by all of the relevant faculty committees in the College of Education, was submitted on January 29, 2013. We are hoping for a fall 2013 launch.

C&I: Children’s Literature, Elementary Education, and Secondary Education. C&I faculty members are developing a new M.Ed. offering that will encompass the existing Children’s Literature emphasis area and add two new emphasis areas in Elementary Education and Language, Culture, and Society in Secondary Schools. The Language, Culture, and Society emphasis will encompass the new media literacies content that was envisioned as a separate program in the October 1st memo. The Children’s Literature emphasis will also be expanded to include nonfiction and adolescent literature. These new areas are in the design phase. Preliminary market analyses suggest that the markets for these areas look quite strong and promising.

LPS: Adult Education. A thorough program benchmarking review has been conducted and the results are guiding a redesign of the program, including the expanded use of state-of-the-art on-line teaching technologies.

LPS: Learning, Design, and Technology (formerly INSYS). The Learning, Design, and Technology M.Ed. is being re-designed by the faculty members in consultation with the World Campus to include possible areas of emphasis in EDTEC, Teaching and Learning Online (for K-12 teachers), and Learning Design. The World Campus has encouraged the faculty to submit an intake form to obtain fresh insight into the viability of the market.

II. Programs Where Interest Continues to Exist and Where We Expect Planning Efforts to Become More Active in the Future

EPCSE: School Psychology – This idea has been explored. Based on what we have learned, it does not appear to be viable as a new World Campus program.

EPS: Educational Leadership—Superintendent Letter of Eligibility

EPS: General Educational Leadership—D.Ed.

LPS: Corporate Training -- M.Ed.

EPCSE: Childhood Abuse Prevention

III. Emerging Ideas

We are well advised to keep our eyes open for new ideas that have market viability and that makes sense for us as a College. Earlier in this memo I mentioned some evolving conversation about language acquisition. This is an example of a new idea that was not even mentioned in the October 1st memo. Conversations about this idea will continue and may evolve into a more formal planning process. The door is open for additional ideas that seem promising.

IV. Closing Thoughts

Finally, let me make brief mention of the “experiment” we proposed to explore possible tuition discounts, access for students in resident graduate programs, and expedited reviews of programs. We have been pursuing conversations in each of these three areas and we are discovering that in each area there are numerous complexities to consider. No decisions or changes have been made and the exploration is continuing.
